Computer programmers keep up with changing technologies?

I feel the initial premise here is incorrect:
I’ve been in the developer and startup environments for the past years, and one pattern kept coming up: Programmers evolve to the latest technologies and frameworks, but designers are still doing the same thing they did in the year 2000.
It seems to be accepted that, while programmers learn new languages constantly, designers should only worry about aesthetics. And so we all accept that we should stop using the best tools available so that their work can fit into the team.
I’ve seen a lot of programmers who do not want to learn new technologies. Probably the most common pattern that I’ve seen is that of the programmer who learns PHP but then never learns any other language, so their abilities as a programmer remain somewhat limited. (There is also the pattern of the older programmer who still things Perl is a cutting edge script language, but this pattern would be less applicable to the startup world that the above author is targeting.)
Since I could not agree with the initial premise, it was tough for me to take the article seriously.
